Expect to pay any where from 1000 to 1800 a month depending on how nice of an apartment you want. I think theres still a few older places that are around 800 if you want a simple bachelor suite.
You can do almost anything you can do in Vancouver. Calgary is not a small place.
Better to buy a warm jacket for winter. Although it seems like its been staying warmer longer for the last few years... That week of -25*C always shows its ugly face.
Snow tires can be nice to have but arent necessary. A weird warm week during winter can be a pain in the ass to swap to another set of rims if you dont want to ruin them.
