That is one of the most common misconceptions about lighting. Yellow light does reflect a little less then white or bluish light. But the correct way to get better vision and lighting is through light placement. The yellow lights produce less light in the part of the spectrum that reflects off of water dropletts that you eyes see. Hella will attest to this fact. Many other light manufacturers (who actually produce lighting for certain tasks will also agree to this). But for a civic, the best way to get vision in fog it to get foglights. They aim the light below the regular headlights and can even project out farther. Good foglights have a sharp cutoff below the horizon and will put all the light on the ground, not in the air. Your headlights put light on the ground and into the trees above you.
Headlights are not really designed for fog so I would put some good bulbs in them and use them for driving. The Catz gold are very good bulbs and will give good vision even in fog. But if you want seriously improved vision in fog I would look at some fog specific lighting. I used the Catz MSP's on my civic.
