Either the VSS (vehicle speed sensor) is bad or the speedo unit in the dash is bad. Every now and then, corrosion gets in the VSS connector, messing up the connector and the sensor.
You need a volt meter to test to for voltage @ the VSS when it moves. Then you can also switch a good gauge cluster to test for a good speedo unit.
