I was planning on lowering my 97 ex and was wondering if the tread wear would be bad and if there was a possibility that there would be negative camber. I wanted to lower the car three or four inches

Bad idea, lower no more than 2 inches for the street or your car will become a plow.

Unless you get free tires and your dad is a chiropracter, I'd keep the drop to a sane level like someone mentioned.

Besides, how much money do you really want to invest in a 97 civic?

You figure you'll need springs, struts and an alignment.

Yes lowering a Civic will increase the negative camber but it's the increased toe change that will eat your tires alive.
