Emission Testing on 1999 Honda

So I haven't been on here in a few years so I don't know if this topic has been brought up before. I am looking to get hotrod status on my vehicle for emissions purposes. It is a 1999 Civic SiR with 67,000kms and original B16A2 but lots of modifications. It has the OBD1 computer in it. I am looking to put in a B18C1 so that I can apply for hot rod status. The nice people at Drive Clean won't give me an answer that my car would qualify for the hot rod status unless I did the install. Then they would send it to their committee to see if it qualifies. I told them that I am not going to spend that kind of money without knowing that this is going to work. My question is, has anyone qualified for hotrod status on a Honda? I know what is needed to do as I already have the form. I am just afraid that they are going to say no this motor does not qualify..

If i remember correctly it was you have the change the size of motor. So going from a 1.6 to a 1.8 works. I think as well even if you bore the motor that works as your changing displacement.

Have you tried running the test to see if it passes ?

The displacement change will make no difference....
you running an adapter harness for the obd1 computer ? Toss the obd2 computer in and try ?


You could run the oem computer with b18c engine too.

I threw the old computer in and with the cams it won't idle and I can't get the readiness monitors to run. I drove over 300 kms trying to get them to run. I was also told that just boring a block to change the displacement does not qualify. You have to physically change the motor to something that was not offered in that year. I am concerned that they may have an issue with the B18c1 because it is the same block with a different stroke and combustion chamber.

motor has to be a different type "that is not offered in that model for that model year" from the factory

displacement would make a difference and so would the fact that it's a b18c1, as it legitimately was not offered in the car

So the benefit of going to hotrod status is that the way the etest is administered is the old tailpipe test. The vehicle has to meet emissions standards of that model year. I have no problem with this because all pollution controls are there except for the OBDII computer as it is an OBDI.

I know that the B18C1 was not offered in the Civic Si in 1999, but the engine block is the same with the stroke being changed. I do not want them coming back on a technicality and saying it is the same therefore not granting me status and me spending a lot of money on a motor. This is a government run program after all.

Ontario Regulation 361/98 to the Environmental Protection Act

“hot rod” means a motor vehicle in which the original motor has been replaced with a motor of a type not installed by the manufacturer on that model of motor vehicle for the model year designated for the motor vehicle by the manufacturer;




Type means a motor from a particular manufacturer with a particular displacement




Now, of course anyone can be a dick and interpret things incorrectly, but by the letter and by the true spirit of the legislation, a b18 in a civic should 100% qualify as a hotrod.

I have a 00 ITR ECU. Pull up to the etest place, unplug your ODB1 harness/ECU, plug in ODB2 ecu for the scan, then replace with your ECU after you pass.

EDIT sorry just saw you tried that, but I don't remember, do they even start the car? Or just turn it on to scan.

So if it is not the same block does anyone know the differences Between the B16A2 block and the B18C1 block? I have a book at home that shows that the bore is the same and the stroke is different and the combustion chamber is different. I have also read on various sites that they are the same.

Fair enough. My purpose for asking is that if I am going to do the swap I want to put everything back on to the engine that came on the SiR. I will make this a clean install. This car has only 67,000kms on it. I want it to look like the B18C1 was meant to be there. I checked part numbers and distributors fit, all the crank seals are the same, the oil pump. I presume my header is not going to fit. All the skunk 2 cams, gears, and intake will fit, part numbers were the same.

I am looking for someone how has done this sway and see what pit falls they ran into. Thanks for the help. Anymore is greatly appreciated. I have been out of the Honda Scene for about 12 years but kept my car and looking to get back into it

Welcome to like 1996 lol. If you are running an ODB2 ECU you will pass. no need for any hot rod stuff. What cams are you running?
