after trying live trace in illustrator, that's going to be a lot of work to clean up the edges because of all the elements in there. If you can get one isolated from any background and foreground distractions, all wheels facing forward and a clean setup, it'll be easy.

Use Illustrator, you can use the shape tool for the tires, just fake it for the turned wheel, and then use the pen tool for the roll cage. You can use strokes to get the thickness of the tube, and then draw a complete shape for everything else. If I have time I can try doing a screen recording if you can't figure it out. It's pretty simple but Illustrator is confusing if you're not familiar with it. Really, you can use the pen tool and make paths in Photoshop the same way, but even that I'm not super familiar with...

There are ways to do it in photoshop, but that pen tool gives me more problems than benefits. But i'll admit I have issues with some of the non-photo manipulation tools.
