Where can I go for a breakdown of what it takes to setup an autocross, what's required etc. Like a how-to basically if I wanted to get an autocross setup in my town. Thanks.

Thanks.
I have a friend down in Laredo that was wondering what it would take to setup an event down there, that's why I was asking.
I've run with one of the groups up here in Dallas, as well as one in San Antonio.

The basics, off the top of my head, would include: - several hundred cones - timing equipment (simple as a stopwatch, complicated as what they use at nationals) - a lot on which to run, with proper insurance and permissions to hold event (hard) and enough room - enough people to properly work the event (minimum two per corner station realistically, at least one person working the gate, safety steward, course designer, tech people, grid, etc)
The SCCA home office can help with site acquisition if you're friends in Laredo are members. It might be a lot easier to join the local region and try to convince them to do a few events further south. Try asking the Alamo region or South Texas Border Region for help.

SCCA is great and has tremendous resources, but just don't think you HAVE to go with them as a sanctioning body. Explore around a little. An independant autocross club does not have to give member dues up to the national organization and can usually get better rates on site insurance. On the other hand, independents don't always have access to time trials, hpde, etc. NASA also sanctions autocross events, which you can also look into. I would not recommend setting anything up unless you first get a feel for running an event. Perhaps you could call another club in the region and ask them to let you help them out so you get the hang of handling timing, registration, timing software, memberships, pre-event communications, scheduling sites, equipment storage, transport and setup, posting results and announcements on a website, purchasing trophies, scheduling banquets and all the annoying little issues that come up with running a club... and they are many. I would say don't even bother unless you have a core group of seven to ten people that are committed to making every event rain or shine and busting their butts between the events to make things successful. Expect setting up an autocross club to take up 25-50% of your free time 8 months per year for at least 3 to 5 years.

One of the other good ways is to volunteer to work at somebody else's auto-x. I help run the LA Chapter BMW CCA auto-x program and there are SO many details...cones, timing, scoring, registration, grouping cars together, organizing run/work groups, trophies, radios for corner workers, fire extinguishers, safety equipment, chalk for marking the track between cones, course design (including what is a safe course)...It really takes a LOT!
