Probably meaning that there are 3 settings on some sway bars. On my Comptech bar for the 00 Civic Si I had you could put it on soft (outer one), middle, (middle hole) or the hard (inner hole).
If you mean hollow bar there's alot of debate in that issue I mentioned above.

Personally I do not think that is a good idea to add your own hole to a sway bar. I would think the company did the testing with the holes already. Adding another would upset the integrity of the bar. The bar could snap under load.
