Yep, had the same problem. You need a new clutch.
If you have a civic it's a dry clutch not a wet clutch. You can try adding clutch fluid but adding more fluid is not going to help it disengage any better.
You might need a handbrake adjustment, get a brake maintenance in the meantime.

Im in the same boat.. mines a 98 with 175k.
do the clutch already. its a wear item. 175k is plenty of mileage.

ok, what you can do to see if the clutch is going:
at a slow speed, stick it in 4th, and floor the gas. if your RPM's go up but your speed doesn't, then your clutch is slipping. grab a clutch off of ebay, an exeddy stock replacement clutch is $110 shipped to your door, and you can find really cheap clutch/flywheel combo's on ebay for a nice price. i've never seen a shop locally that sells clutches and flywheels for the price that's on ebay. if you find a good priced clutch/flywheel combo then just opt for the new flywheel, it'll end up costing as much as it would to get your current flywheel machined (which you should do...if you want to do it properly)
as for the e-brake, i can tell you now that it sounds like your rear brake caliper is seized. it's typical on hondas. there's a place on midwest road near kennedy/ellesmere called "midwest caliper" you can buy a re-built caliper that looks brand new (all new seals and shit) for $95. a bunch of people i know and myself have gotten calipers from there and they are really good quality. under your arm rest, you pop that cover off and you can adjust the tension for the e-brake cable. swap the caliper and tighten this cable and it'll be good as new.
save yourself some money and do the labour yourself if your able too, the caliper is an simple job, the clutch a bit more complicated but nothing you can't do at home with a wratchet set from canadian tire, but you will need a 12pt socket (12mm or 10mm i think) for the flywheel bolts and a torque wrench.
