Toronto is a big city. Big cities have large and unique infrastructure and social welfare costs that smaller towns do not. Either those costs are paid for through higher taxes or something else (schools, police, garbage pickup, fire departments, general maintenance - take your pick) must be cut.
This is not to say that a Toronto-only sales tax is definitely the best solution, but it may be. No one likes taxes, but everyone gripes when their potholes aren't fixed, when garbage pickup moves to every other week, or when cops take two days to show up for a break-in because their resources are stretched elsewhere. You can't have it both ways.

i'm just not sure if this is the best way to raise the funds needed...if the money is going to transit, perhaps the group most taxed is the transit users (ie. the ppl who comes in to the city but doesn't pay the taxes) and so on...i dunno, i'm just talking out of my ass....

it would help if people actually went out and voted. I think less than half the people who can vote, actually show up to vote. You are right about more people needing to vote but I think the bigger problem is that politicians at all levels of government are only concerned with the short term and getting re-elected. No one thinks long term and no one puts there neck out for fear of not being elected again. The system is fucked. For example, in Toronto, once you have 10 years you cannot be let go if your job is no longer required. The burden is on the City to find something else for you to do. This is insanity. Either the politicans (and they won't) or the public need to stand up against this type of bullshit. The public showed some rage during the recent strike, but it wasn't enough and Millershit fucked things up again in the end anyways.

^^ I don't give a rats ass about what happens to Toronto due to their mismanagment from their union loving city council. As long as the rest of the province doesn't have to pay for this BS, which inevitably it does. They cry poor and the province gives them more money instead of forcing them to cut spending on the civil service
Yes there is mismanagement and the council is a bunch of union humpers. But you need start looking out your suburban windows a bit more. For example, when someone becomes homeless in Whitby, where do you think they go? Do they chill at 401/Thickson AMC or do they head to the centre of the universe I agree the province shouldn't dish out money blindly but there are other factors as well. You can't just go by property tax rate and compare which is less or more. What about the group of surbanites that use Toronto roads when going to work, or going to the entertainment district on the weekend, etc... It's not like every city in the GTA is a different country with borders and we have toll fees to enter.
The entire GTA generates a large amount of the economic wealth of the province. Toronto has more numbers and thus has a better chance of getting money when they start begging (hmmmm, sounds like the unions LOL).
Weak vision at the provincial level for the GTA, bickering politicians in each GTA city and provincial downloading is holding the entire GTA back. We'd be better off if we formed our own province.
Part of the reason the burbs have higher taxes was their own poor management. Charging too low developer fees, building a fuked up road structure that is a cancer on public transit, etc... has left them in a big shit. If there is infrastructure problems then it's their own fault for not estimating the actual costs correctly. Toronto will get their own as well. 100 year old clay sewer pipes aren't going to last forever.
Toronto generates wealth which is collected by the province and then distributed throughout government programs across the entire province. If you want to put up walls, then let every city keep their own taxes collected and let's see how fast the suburbs against Toronto opinion changes.
