I'm looking to Turbo my 2000 Si soon here and I was wondering which of these companies turbo kits is better? I'm looking to get in the 360-380whp range and retain my air conditioning and power steering. Motor is a mildly built LS/VTEC. So which kit is better?

Full-race FTW...
...but I guarantee you're about to hear how you can piece together your own kit for 1/2 the price (as I've learned from this board plenty of times :))
Granted the quality of the FR parts is seemingly second to none, but that's a lot of dough you'd be dropping w/out clutch/ems/tuning...

The full-race kit incorporates arguably the best parts that you can buy. They are not marketed as complete kits, but include everything you will need except for a fuel pump, injectors, and a standalone. AT some point you have to say "enough is enough" with what you can expect from a 'complete kit' and what you consider supporting mods - to me clutch/gauges/tires etc. are supporting mods.
If you intend on building a 350whp street car/daily driver on a budget, then you have no business looking at a Full-Race kit and should piece something together. If you have money or are willing to save up and want to put down 450+whp, look into a Stage 2 Full-Race kit.
